Installing an aftermarket train horn on a private vehicle in West Virginia is not prohibited. WV train horn law is in W. Va. Code §17C-15-28 — “Horns and warning devices.” Standard UVC pattern: 200-ft audibility, “unreasonably loud or harsh sound” ban, use limited to safe-operation cases, and sirens/whistles/bells barred on non-emergency vehicles.

Install is legal; use on WV public roads — Charleston, Huntington, Morgantown, Parkersburg, Wheeling, Martinsburg — is the regulated behavior.

§ Statutory excerpt

Every motor vehicle when operated upon a highway shall be equipped with a horn in good working order and capable of emitting sound audible under normal conditions from a distance of not less than two hundred feet, but no horn or other warning device shall emit an unreasonably loud or harsh sound or a whistle. The driver of a motor vehicle shall when reasonably necessary to insure safe operation give audible warning with his horn but shall not otherwise use such horn when upon a highway. No vehicle shall be equipped with, nor shall any person use upon a vehicle, any siren, whistle, or bell, except as otherwise permitted in this section.

Portable and battery-powered train horns in WV

§17C-15-28 regulates “a horn or other warning device” — power source agnostic. M18, DeWalt 20V, Ryobi, Makita portables fall under the same rules.

Enforcement in practice
