FRA Quiet Zones Explained: Why Trains Don't Honk in Some Towns
How FRA quiet zones work under 49 CFR Part 222: the 2-long-1-short-1-long horn pattern, the 96-110 dB(A) rule, and what towns must build to silence train horns.
Drive through one town and a freight train blasts its horn at every crossing; two miles down the line, the same train rolls through in near silence. The difference is an FRA quiet zone — a stretch of track where federal rule 49 CFR Part 222 lets a community trade the train horn for extra crossing hardware.
The Train Horn Rule in Plain English
Since June 24, 2005, the FRA’s Train Horn Rule (49 CFR Part 222) has set a single federal standard for when and how locomotive horns sound at public highway-rail grade crossings. Before that, horn use was a patchwork of state laws, local whistle bans, and railroad operating rules. The federal rule replaced all of it.
The core requirements, straight from the regulation:
- The horn must begin sounding at least 15 seconds and no more than 20 seconds before the locomotive enters the crossing (up to 25 seconds is allowed when the engineer can’t precisely estimate arrival).
- Trains moving faster than 60 mph don’t start sounding until they’re within 1/4 mile (1,320 feet) of the crossing, even if that gives less than 15 seconds of warning.
- The pattern is two long blasts, one short blast, and one long blast — repeated or prolonged until the locomotive occupies the crossing.

How Loud the Law Requires the Horn to Be
Here’s the part most people get backwards: the famous “110 dB cap” is only half the rule. Under 49 CFR 229.129, a locomotive horn must produce a minimum of 96 dB(A) and a maximum of 110 dB(A), measured 100 feet forward of the locomotive, 15 feet above the top of the rail (4 feet for cab-mounted or low-mounted horns).
The measurement itself is tightly controlled: an A-weighted, slow-response average over a 10-second blast, with ambient temperature between 32 °F and 104 °F and wind no higher than 12 mph. In other words, the horn isn’t loud by accident — federal law sets a floor on its output because the whole point is to be heard inside a closed, air-conditioned car a quarter mile away.
Keep in mind these numbers govern locomotives only. If you’ve put a train horn on your truck, its legality runs through your state vehicle code and local decibel limits and noise ordinances instead — a completely different rulebook.
What a Quiet Zone Actually Is
A quiet zone is a section of rail line at least one-half mile long where railroads stop the routine sounding of horns at public crossings. Two details surprise most people:
- The railroad doesn’t create it. A “public authority” — typically a city, county, or state agency responsible for the roadway — establishes the zone.
- The FRA doesn’t grant it as a favor. The public authority has to show, with the FRA’s risk methodology, that added safety measures fully compensate for the silenced horn.
Under 49 CFR 222.35, every public crossing inside a new quiet zone needs, at minimum:
- Active warning devices with both flashing lights and gates
- Constant warning time devices where reasonably practical, plus power-out indicators
- Advance warning signs on every highway approach telling drivers that train horns are not sounded, per MUTCD standards
- Existing automatic bells kept in working condition where pedestrians cross
The risk test works like this: FRA assigns each crossing a risk index, and the corridor’s Quiet Zone Risk Index must be driven down — through upgrades — to a level that fully offsets the missing horn. Once it does, the zone is established. It’s a popular trade: as of April 2025 there were 1,016 quiet zones covering more than 5,500 grade crossings nationwide, up from roughly 700 five years earlier.
The Safety Trade: Supplementary Safety Measures
Silencing the horn raises risk at a crossing, so Appendix A of Part 222 prices each approved countermeasure — called a Supplementary Safety Measure (SSM) — with an “effectiveness rate,” the fraction of that added risk it cancels out.

Four-quadrant gates are the marquee fix: gates span the approach and exit lanes on both sides, so a driver can’t snake around a lowered gate into the oncoming lane. Add 60-plus feet of traffic storage and the credited effectiveness climbs to 0.92, with or without presence detection. The cheaper route — medians or channelization posts down the centerline — must extend at least 100 feet from the gate arm (60 feet where a nearby intersection gets in the way) to earn its 0.75–0.80 credit.
Communities that can’t make a listed SSM work can propose Alternative Safety Measures (ASMs) — engineered or education-and-enforcement programs — but those need explicit FRA approval based on the same risk math.
Wayside Horns: The Horn Moves to the Crossing
There’s a middle-ground option under 49 CFR 222.59: the wayside horn, a stationary horn mounted at the crossing itself, aimed down the road, that sounds automatically in place of the locomotive horn. The crossing must already have flashing lights and gates, and the installing authority must give the railroad, the state, and the FRA at least 21 days’ written notice. Once it’s live, the rule says railroads “shall cease routine locomotive horn use” at that crossing.
The appeal is focus: instead of a horn announcing itself along a mile of track, the sound is concentrated where the actual conflict is — the road. Wayside horns can be used at a single crossing without creating a quiet zone at all, or inside a quiet zone as one of the tools.
What a Quiet Zone Costs and How Long It Takes
Quiet zones are a public purchase, not a railroad concession. Per Union Pacific, the public authority pays for preliminary engineering, construction, and the ongoing maintenance and replacement of warning devices — with typical initial improvements running $185,000 to $500,000, and communities also reimbursing the railroad for diagnostic meetings.
The process — notice of intent, diagnostic review with the railroad and state DOT, construction, then notice of establishment — typically takes one to three years depending on funding and how much hardware the risk math demands.
Trains Can Still Honk in a Quiet Zone
“Quiet zone” means no routine horn — not no horn, ever. Under 49 CFR 222.23, an engineer may (but is not legally required to) sound the horn to warn animals, vehicle operators, pedestrians, trespassers, or crews on other trains in an emergency. The horn also comes back whenever crossing warning devices fail, during inspection and maintenance windows, when a wayside horn malfunctions, or to warn roadway workers under railroad operating rules. And if a zone’s safety measures stop meeting requirements, the FRA can pull the plug on the whole zone.
